AI and Warfare: Preserving Human Judgment and Agency
AI-enabled decision-support systems and increasingly autonomous weapons are transforming the character of warfare. As rapid technological development outpaces governance, preserving meaningful human judgment and agency in decisions about the use of force is becoming both more difficult and more urgent. This talk explores how geopolitical and technological competition is driving a race to the bottom and what that means for human control, accountability, and the future of warfare.
